In February 2012, Congress enacted The Middle Class Tax Relief and Job Creation Act of 2012 to advance public safety capabilities in the United States. It directs the establishment of a state-of-the-art Nationwide Public Safety Broadband Network (NPSBN) for use by first responders.
On August 27, 2012, Governor Edmund G. Brown, Jr. appointed Public Safety Communications, Karen Wong as the lead point of contact, in coordination with Mark Ghilarducci of the Governor’s Office of Emergency Services to represent California. The California First Responder Network Board of Directors (CalFRN) was established. CalFRN serves as a similar governance structure of the NPSBN First Responder Network Authority Board of Directors (FirstNet) for California. CalFRN Board of Directors will work with the FirstNet Board to ensure that the development of the NPSBN is a success. The CalFRN Board consists of executive level representatives from associations, state, local and tribal governments and the telecommunications industry.
