The California Governor's Office of Emergency Services, Grants Management is responsible for the administration of approximately $807 million in funds for homeland security, emergency management, public safety, and victim services programs, a majority of which are distributed to local and regional entities to enable the most effective prevention, detection, response and recovery efforts. Improving and enhancing local agencies' capabilities through grant funding is one of Cal OES's most important missions.

The Governor's Office of Emergency Services (Cal OES) and the California Victim Compensation Board (CalVCB) have developed a Strategic Plan for Victim Services in California 2019–2021. The Strategic Plan reflects our shared commitment to raising awareness and improving delivery of crime victims’ services across the State of California. The plan was developed over the past fifteen months with extensive collaboration between our agencies. Over the next three years, our two agencies will continue to collaborate with one another and with our stakeholders as we implement the plan.

If you or someone close to you were injured or threatened with injury in a violent crime, the CalVCB may help pay certain crime-related expenses. CalVCB can help pay expenses that result when a violent crime occurs, if there is no other source of reimbursement. Victims of crime who have been injured or have been threatened with injury may be eligible for help.
The VCRC operates the State of California’s confidential, toll-free 1-800-VICTIMS line and www.1800victims.org website. VCRC staff provide legal information on victim’ rights to victims, their families, victim service providers, and victim advocates. Callers receive information on such matters as victims compensation, victims’ rights in the criminal justice, restitution, civil suits, right to speak at sentencing and parole board hearings, as well as information on specific rights of victims of domestic violence, elder abuse, child abuse, and abuse against disabled. Each caller receives a tailored resource referral list of organizations who can provide direct assistance in the caller’s county.
