He has over 35 years’ combined experience in emergency management and law enforcement training. Mr. Lewis holds a Master degree in Public Administration from USC and previously served in several public service positions, including: adjunct professor at the California State Polytechnic University, San Luis Obispo; city commissioner; county search and rescue team board chair; regional C.E.R.T. board of directors; law enforcement training officer and supervisor; and the state’s training liaison to FEMA. Course Manager ManagerElpidioGarcia,PJ Garcia is an Emergency Management Coordinator/Instructor. He retired from the Federal Bureau of Prison as the Emergency Manager after 25 years of service. He played a key role in the preparedness, response and recovery operations related to an array of emergencies and disasters including prison riots, mass casualty incidents, power outages, wildfires, severe weather and moreover. In addition, PJ served 4 years in the United States Marine Corps. He participated in the operation Desert Shield and Desert Storm campaigns. He holds an Incident Qualification Card (Red Card) certification as a Wildland Fire Fighter. CSTI Training Delivery Group Manager Training Delivery Group ManagerJimTate,Mr. Jim Tate is the Haz Mat Section Chief and oversees the design and delivery of several CSTI Hazardous Materials classes as well as the “Outreach” Hazardous Materials Training. When Jim was an Emergency Management Coordinator Inst II, Jim was the Course Manager for Specialist F & G weeks, HASO, and Railcar Courses. Serving as the Hazmat Section Lead, Jim is responsible for managing the CSTI Field Training Facility, coordinating with other Hazmat Program managers, and preparing updates to training. Jim also coordinated and help setup several CalOES sponsored Hazardous Materials “Partner” Training Site throughout the State of California. Jim is also responsible for Hazardous Materials Certified Training Site Certifications and yearly inspections. Jim was awarded the “2014” James Meidle Instructor of the year award at the Continuing Challenge Hazardous Materials Emergency Response Workshop in Sacramento. Jim has been involved in the Hazardous Materials field for the last 30 years.
